THE MINNEAPOLIS POLICE DEPARTMENT MANUAL SAYS THAT THE CHIEF MUST IMPOSE DISCIPLINE FOR ALL SUSTAINED POLICY VIOLATIONS. IN MINNESOTA, SUSTAINED COMPLAINTS WITH DISCIPLINE ARE PUBLIC DATA

 

THE MPD AND OFFICE FOR POLICE CONDUCT REVIEW ("OPCR") HAVE BEEN GETTING AROUND THIS LAW WITH A PROGRAM THEY CALL "COACHING".  THEY SAY THAT "COACHING ISN'T DISCIPLINE" AND SO THEY DON'T HAVE TO RELEASE DATA ABOUT POLICE MISCONDUCT. 

 

THE POLICE CONDUCT OVERSIGHT COMMISSION ("PCOC") UNCOVERED THIS FRAUD.  THE SUBCOMMITTEE APPROVED A FORMAL RECOMMENDATION TO ALL CITY LEADERS, AND THE RECOMMENDATION WILL GO TO THE FULL COMMISSION FOR A VOTE. IF IT PASSES, THE FORMAL RECOMMENDATION WILL BE ADOPTED AND SENT TO CITY LEADERS.  IT WILL BE UP TO THOSE LEADERS TO FOLLOW THEIR OWN POLICIES AND STOP HIDING PUBLIC DATA.
